I recall there is some setting that must me bade to a default XP
installation if I am going to be able to access anything but the
system folders when running in recovery mode and it has to be set
*before* i need it.

Do I have that right?

Can someone describe the setting?

Thanks.

News is something someone wants to suppress, everything else is
advertising.

You are correct - here it goes:
- Run gpedit.msc
- Local Computer Policy / Computer Configuration / Windows Settings /
Security Settings /
Local Policies / Security Options / Recovery Console: Allow floppy disk
access . . .
- Set this policy to "Enabled".

On WinXP Home machines you may need to hack the registry:
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Setup\RecoveryConsole
SetCommand (dword) = 1 (untested)

A far more versatile method to access files when Windows will not start is
by booting the machine with a boot disk such as a Bart PE boot CD. It is
something that Microsoft has finally implemented in Windows 7 (and perhaps
in Vista - not sure about this one).
