access to account denied

Hi,

Last week, I started having trouble connecting to my hotmail acct via
Microsoft Outlook Express. Every over time I want to send an email, I
received a message stating "Access to the account was denied. Verify that
your username and password are correct. Account: 'Hotmail' Server:
'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol: HTTPMail,
Server Response: 'Forbidden', Port: 0, Secure(SSL): No, Error Number:
0x800CCC33"

When I use my IE to sign on, I keep receiving messages to verify my username
by typing in random letters and numbers in a box.

Up until last week, this service was working fine. Any suggestions?
