I have a 3rd party app which requires Access 2000 runtime. I already have
the full version of Access 2003 installed - do I still need to install the
runtime?

True,

If the 3rd party "app" consists only of the Access database files, then
you should be able to run them directly from within Access 2003.
However, an app such as this typically comes within an installation
package which does other stuff besides simply installing the database
files and the runtime files, for example there may be other library
files installed, or necessary directory structures created, or fonts
installed, or whatever.
