Access is Denied

I don't know why I unable to publish new changes made to
my site.

The error message reads [550 "Page 5.htm" Access is Denied]

In the instance of an error message for "Page 5" I have
checked "don't publish". Following that the same error
message then appears for a different page.

Can anyone enlighten me?
