550 Access Denied

I am using Frontpage 2003 to post my school's website. I made an update to
the site (which I have done many times before), but when I tried to publish
the site I received the "550 Access Denied" window and could not update the
changes I made.
Is this a problem caused by me, or is this generally a problem with the
server?

550 errors are generated by the server, as stated in responses to your
previous post (yesterday).
