"Access Denied" error message

OS: MS Windows XP; Media Center Edition; Version 2002; SP 3

when closing msconfig.exe (by clicking on "OK"), whether any changes were
made or not, an "Access Denied" error message appears. What do I need to do
to fix this?

I wonder what rights you have on the local machine? If you account does not
have admin rights chances are you won't be able to make any changes using
msconfig. Any changes made using msconfig directly affect the registry which
also cannot be modified unless you have appropriate rights!
