Access Database Allows Single User Access

I am a novice user with Access 2002. Howerver, we have a database stores on
our LAN. Users in a particular department have the same directory/file
rights where the database is stored. When the first user opens the database,
the second and third users recive the following error when they attempt to
open the database: "Could not lock table 'table 123'; currently in use by
'User1' on machine 'WORKSTATION1'.

If the User2 signs into the database first, then User1 receives the error
mentioned above.

Any ideas on what I can do to allow all users to simultaneously access this
database?

Do they have full access to the folder? In order to update and delete the
locking file that Access creates, the users need full access to the folder.
Chances are they don't have the appropriate windows permissions.
