Access control to the network by user id

I have Windows XP Media Center Edition. I have 3 user in that Dell
Dimesion PC. One (me) has the admin rights, others don't. I want the
the user with the Admin rights to access the internet, not others. Can
I do that? If so, how.

Try the free Microsoft Shared Computer Toolkit (
http://www.microsoft.com/windowsxp/sharedaccess/default.mspx ).

Alternatively, you can use a 3rd party firewall application and password
protect it so that the others can't enable internet access.
