Assuming you have a subscribtion to MSDN log in to the MSDN subscribers
download and then go to "Developer Tools" then download "Access 2003
Developer Extenstions"

Hi

Access 2003 runtime comes with the 2003 developer extensions, ticking a
check box within the package wizard gives you the option for a runtime
installation.

Cheers.

The Access 2003 Developer Extensions are part of the new Visual Studio
Tools for the Microsoft Office System software package. Note that you
do not need Visual Studio or Visual Studio .NET.

Via MSDN, the Access Developer Extensions are only available at Universal
level (the same level at which Office itself is included), even though most
of the other parts of the "Visual Studio Tools for Office" are available at
the MSDN Professional and Enterprise levels.
