Access 2003 Runtime error, but not if Open Access First!!!!

We have an application - Access front end, SQL back end which when opened
using runtime gives a runtime error when trying to access the database.
However if we open Acess first then open the application within access it
works fine. Made sure its digitally signed, upgraded to VB Runtime 6 SP6,
upgraded to latest acess runtime

Win XP
Server 2003
Access 2003 SP1

Also happens on Win NT/Access 97

was fine unti Jan - maybe XP patches have stopped this working but can't
find anything conclusive. The Vendor cannot recreate this on their PC's so
must be something internal?

Any help much appreciated
