The Access runtime is not something you download (at least not legally) unless
it is part of an application created by someone who purchased the appropriate
licensing to distribute it.

The runtime support for Access 2002 is found in the Office XP Developer
Edition. That is no longer a current product, so you would have to find a
copy left over in the distribution chain, or purchase one at an online
auction site. It is NOT a free download. You need to license the Developer
Edition to be licensed to distribute the runtime to your users.

If you simply need a copy to run an Access application, then you need to
obtain it from the person who provided the Access application you want to
run, provided they have the Developer Edition and, thus, license to
distribute runtime support.
