How could I download it?

They redirect me to this page:
http://www.microsoft.com/oem/default.mspx and from there I am lost, even if
I log in with my partner ID or use search, no luck.
(I'm not an embeddded partner, that might be why, but I try to evaluate XPe
and I'd like to make a .NET3.5 component by using the difference engine, any
tips?)

I think the only way to get iDIFF is through the ECE website, which is only
available once your company has signed a license agreement.
