About shutting down

There are times where I attempt to shut down Windows XP
Prof. and I get no response whatsoever. The funny thing
is that when I click on hibernate, it works almost every
time. Does anyone know a fix for my problem. Oh yeah, I
have an Armada 7400, PII 333 w/256 MB of RAM.
