about pop-up windows

when i go to one web site, it will have a pop-up windows
comes and when i use another computer, it say the pop-up
windows is blocked, How can i enable pop-up windows??

IE does NOT have a built-in pop-up blocker (yet
You must have a 3rd party pop-up blocker installed?
