No, email is older than the internet.

However, ways of using email without the internet are
disappearing and now rather hard to find.

e-mail messages to a destination (and visa versa). So you first find an
Internet Service Provider (ISP). This service allows you to connect to the
internet where you can find all kinds of services. Mail is one. Then you
select an E-mail provider. Usually the ISP will provide this service also.
