I did what was posted below and the problem remains.
This is not 3rd party software on my machine. I am part of group of many
thousand online faculty, the ability to drag html formatted posts from the
Inbox to newsgroups has been available to us for years using OE6 as has the
ability to drag and drop from newsgroup to newsgroup.
I need to be clear, all that I describe was available and reliable on OE6.
I upgrade to Vista Home Premium and features I have come to rely on in OE
(drag & drop from newsgroup to newsgroup and drag html messages and drop to
newsgroups) does not work in Windows Mail.

I'm very sorry for my misunderstanding. I think I just mixed two posts
together.
Thank Mike for his key in. The advanced tab he mentioned is not the one you
are talking about.
Here are the steps:
On Windows Mail main window
1. Tools -> Accounts
2. Double click on the Community account to open the properties
3. Click Advanced tab
4. Choose "Ignore news sending format and post using" and click on HTML
I did some researches on this issue. Here are the results:
All newly created messages/mails by clicking Write Messages/Create Mail
buttons are in Rich Text (HTML) format
All newly created messages/mails by dragging texts are in rich text format
as well.
Any messages created by drag and drop lost their format.
I did these tests on OE6 and Windows Mail. Since all these tests are
running in a test environment, I used the welcome email in Inbox as source.
I also extended tests to OUTLOOK 2003 (which uses Word as mail editor). The
results are the same.
It seems like the problem you had on Vista is by design and I am wondering
if some 3rd-parth software on the OE6 machine helped you save the format of
the texts.
I'll do some further research on this issue and I'll inform you as soon as
I have any conclusion.
