Notice bubble created and is recurring, but does nothing when clicked on.

This is perfectly normal, WD is informing you that an application has made a
change to your system, in this case the change was made by Windows Defender
itself , MpCmdRun.exe is a WD file.

I see this same message every day.
You can turn this off in the settings, but that means that WD will not
inform you when ANY known application makes a change, some of us just like to
know.

The setting is in
WD
Tools -> Options - scroll down to:
Changes made to your computer by software that is permitted to run
and uncheck the box

Just to add briefly to Tim Clark--this alert is created when MPCMDRUN
re-schedules the scheduled scan on each startup. Unchecking the option will
remove the alert, as Tim says.

Personally, I only check this option before doing something where I want to
see extra detail about what is happening on the system--installing something
new, for example.
I uncheck it for normal operation.
