Outlook 2000 would allow you to create an e-mail account which did
not retrive the e-mail with the others ... but would retieve
e-mail on demand. Installing 2003 over 2000 did not disable this
behaviour, but I did have to re-create a troublesome acount, and
the "add" or "edit" dialog for accounts no longer allows for this
possibility. Did I miss something?

I'm not sure what you're getting at but you can define your send/receive
groups and select which account to be included during the automatic
send/receive by going to;
Tools-> Options-> tab Mail Setup-> button Send/Receive...-> button Edit...

Go to Tools | Options | Mail Setup | Send/Receive and remove it from the
send/receive group.
