a mystery hiding window, i think

I'll notice sometimes, and i cannot link any commonalities to any of the
occuurences, that i'll move the cursor towards the start icon on my desktop
and as it gets near this top of a what appears to be a windows dips down and
hides behind my taskbar. now is this my task manager, and it does it under
times of frequent use, as at times takmanager use has been very frequent. i
cannot click to open it, i cannot drag it, nothing, it just raises enough to
be noticeable , but as soon as i get near with cursor down it goes. i have
noticed infrequently over an extended period of time so i don't and hope not
think its related to any system faults , failings, or problems. oh, and no i
wasn't on any drugs or up for 3 days. if anyone has seen experienced or
heard of the like and can point me in the right direction at least, it would
ease the evergrowing puzzlement that arises every time this occurs. the last
occurance was 3-4 weeks ago . i will now log the time and happenings during
the ocuurrences. thanks
 
It's called a 'tooltip' and you are seeing a bug that makes it popup behind
the taskbar. Usually this starts happening on my system after I run some
'full screen' app, like Pinball.

This problem is caused by a bug in Windows that causes the taskbar
tool-tips to lose their "topmost" window style and be covered up by
the taskbar. Microsoft has acknowledged this problem exists, but has
not yet fixed it (it's been around for at least 3 years).

Tool Tip Manager was written specifically to fix this annoying problem
by processing taskbar window messages and resetting the "topmost"
window style for tool-tips as needed, automatically. This program also
allows you to customize the appearance of the task bar tool tips (font
& color) and set the automatic hide timer value.
