A .gif file that shows up, but won't move

I inserted a .gif file as a banner and the graphic has flames on it, but they
won't move.
 
Did you import the image into your current open FP web / site prior to inserting it on the page?

Did you create the GIF as an animated GIF? Is your page flame retarding?
