9700 AIW video problem + directx failure

Video Card: 9700 Pro All in Wonder

Rest of the System:
430 Antec TruePower
A7N8X Deluxe 2.0
AMD 2500 + (not overclocked yet)
OCZ 1 GB(512x2) Platinum 3200
Monitor: Viewsonic G773 (does not have XP specific drivers. Using
vs_inf.exe)

Hi,

Setting up a system with the following components. For some reason the
display output quality has a fixed distortion pattern during system boot (XP
screen) and TV, DVD. The distortion during XP boot screen is a pattern on
small rectangles (much more height than width) of different color filing the
screen. During TV playback, there are more rectangles and they are
flickering. It is also affected by the content displayed on TV.

I have the latest ATI CAtalyst (4.1) and the GART drivers from Nvidia.
Similarly for the monitor. I have installed Directx 9.0b. Running dxdiag :
Directx 8 and 9 tests fail. Half of the spinning cube is not shown on the
screen.

I am setting up this computer for the first time so this was not a
replacement to an existing video card (ATI manual for 9700 describes the
installation procedure assuming there is an older video card.) When
installing the 9700 pro, I have kept it in the system (maybe I should have
used my old Matrox G400 since it is AGP 2x, and A7N8X support 2x) Disabled
AGP, etc. After installing XP, GART, I installed ATI drivers.

When the system is first powered on, before I see the Bios, the display
reads "Frequency over range". Don't know why that is.

So, as you see there are multiple problem. Directx and 9700 Pro doesn't
work. I don't really have another plan of attack other than, taking out 9700
putting the G400. Getting it right. THEN, installing ATI stuff and replace
the card?

Thanks for any advice.

What you're describing sounds like either a defective board or one that
isn't getting enough power.

Did you connect up the power connector on the top rear corner of the card?
It takes a standard floppy drive type power connector.

Both replies suggest power problem but I have the power connected.
And the power supply should be supplying enough power because there is only
1 HD and two CD-ROMs connected.
