7gb temp internet files and can't remove HELP!!!PLEASE

I have well over 7 gigs of temporary internet files but I
can't seem to get rid of them. Ive tried deleting temp
files, clearing history I've used disk cleanup and even
some other softwares like disk clean but nothing will get
rid of them.

Can you delete the main folder that holds temporary internet files in
Explorer?
