2nd window is

Using IE6 with Win98. The second window has recently
started to open as a thumbnail which then has to be maxed
by clicking its restore button. Any suggestion as to how
this can be corrected?

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
