2nd policy not overwriting 1st policy

Hi.Can anyone help with this please? I have created a test
OU with one user in it.I have implemented a GPO linked to
this OU and set the 'hide all icons on desktop' to
ENABLED.This works fine when i log on as that user.I then
created a second GPO linked to the same OU and set
the 'hide all icons on desktop' to DISABLED. In the second
GPO i set the 'Hide background tab' and 'hide appearance
tab' to ENABLED.Now when i log on as that user the desktop
icons are not present but the tabs are not present either
so i know the second GPO is being processed.Now i thought
that the GPO's are processed sequentially and that by
setting the 'hide all icons on desktop' to DISABLED in the
second GPO,it would overwrite the settings in the first
GPO and the icons would appear but this is not happening.
Can anyone please tell me what im doing wrong?
