2003 Track Changes if Off but Formatting is Still Being Tracked

I have a document where I've turned off track changes (can't think that I've
had it on in this one but...) I've replaced its styles with those from
another document. Now as I reformat the document it's tracking the
formatting changes where headings are being updated, or auto numbering is
being affected.

Track Changes is off, I can added/remove text and that's not tracked.

Yeah, that occasionally happens to me. When something autonumbered
changes properly, it treats it as a tracked change. After I accept it,
it doesn't do it again.

Unfortunately it won't let me accept some them as individual changes. If I
right click to accept or use the locate Next button, it will find the change
but the only Accept All Changes is available. I can do this, however I'm
more interested in WHAT is causing the problem.
