2003 sending when no mail in outbox

I am getting the following error every time I send mail but there is no mail
in my outbox. What is the solution?

Task 'Huawei - Sending' reported error (0x800CCC0F) : 'The connection to the
server was interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP). The server responded: 503
connection rejected: MAIL FROM: <>'
 
What version of Outlook do you have? Outlook is trying to send a
read-receipt for mail you have read. Internet standards *require* that such
messages use "MAIL FROM: <>", but your ISP's server is rejecting that and is
thus violating the Internet mail standards. Start by complaining to your
ISP. Then see if setting up authentication to your outgoing server (on the
"Outgoing server" tab for your mail account) allows the message to be sent.

Thanks very much for the response. I am using Outlook 2003 and my
problamatic ISP is my work email system! I will forward your response on to
my IT group.
