2003 RRAS port forwarding problem, simple but strange? help please!

Please help, i'm stuck with a port forwarding problem.

My 2003 RRAS server is also ONE of my two SMTP mail servers.
It has an external static IP on one card, and an internal static IP
on the other setup for NAT with basic firewall ON.
RRAS is setup and is forwarding packets for the
network. I want my external IP 216.110.X.X to forward port
25 over to my OTHER SMTP server (a mail filtering box) at
192.168.10.11.
This isn't working... in fact I can't forward ANY ports to any network
box on 192.168.10.0 except the RRAS server itself (10.10).

Why is this? I've read all the postings about 'how do you forward
ports' etc.
and it sure looks like I'm doing it right... everything works fine
when forwarding ports to the RRAS box itself on 10.10 but I tried
forwarding port 25 over to my other mail server on 10.11 and even
tried forwarding Remote Desktop over to my workstation on 10.30 and
that wouldn't work either.

Have I missed some critical step? I saw a few people with a similar
problem but never any response to solve their issue. Would really
appreciate
your help someone!

Is the RRAS also the gateway? Or which gateway do other computers point to?

I have two gateways... Mail server 1 (192.168.10.11) is pointing to our
first internet circuit on 10.1 (a NAT router box working strong).
RRAS (also Mail Server 2 on 10.10) has a NIC card to the 216.110.X.X
network (our second ISP, we are converting to wireless)
and also has a NIC at 10.10 of course. Bringing both circuits online
for a seamless rollver is the plan.
From workstations 10.30-40 set with gateway 10.10 I can get internet
access just fine. From the RRAS/Mail2 box can ping and telnet to port
25 at mail server 1 of course with no problems.

If RRAS 10.10 gets a packet from the internet on 216.110.X.X and RRAS
port 25 is pointed to 10.11, won't it NAT the packets and put
them OUT on the RRAS's 10.10 NIC interface?????? port 3389 won't
forward either..... can only point to ports on the RRAS box
ITSELF with success. Gateway shouldn't be a problem should it?
