2003 Front page Navigation Buttons

Originally designed the web in 2000. Upgraded to 2003 and made some changes. Buttons disappeared and when I set links in navigation they do not show automatically in page view as they are supposed to do. I have 2002 self help book but there seems to be enough difference I cannot find the answer.
 
Did you turn on the shared borders and navigation in Tools Page Options Authoring?
The View navigation to see if you homepage file name is correct and a structure exists
- other than that, nothing about nav view / nav bars has really changed in FP2003
