2 Problems

First, from time to time my computer shuts down for no
reason (there is a blue screen that appears and it shuts
down). It usually happens when I am on IE or retreiving
my email from Outlook.

Second, my computer is not allowing me to get into my
registry. It is telling me that there are "restrictions"
that is not allowing me in and for me to contact
my "administrator". I'm not sure why this is the case
(this is a personal computer).

The first problem is either a blue screen of death, which it sounds like, or
you have a virus.

The second, you will need to run group policy, go to start run and type mmc
then add the group policy snappin
under user config\admin templates\system is a setting for preventing access
to the registry

That's probably also caused by a virus
