2-PC LAN; one won't respond to ping

LAN: 2 XP-Pro PC's, wireless router. One PC is wireless, the other is
Ethernet. Both PC's have ZoneAlarm. Internet access works on both.

One PC can ping and access the other, no problem. But, that same PC
does not respond to incoming ping requests, either from the other PC, or
from the router. A packet sniffer shows the ping is arriving, with
(apparently) the correct IP address.

Turning off the firewall doesn't help. There is some other stuff, which
may or may not be important. In particular, in network connections the
LAN icon just acts weird when I right-click it - like it's waiting for
something that never happens, maybe?

I suspect there are a lot of possibilities here. Is there some
systematic way to approach the problem? Should I just re-install? If
re-install is the best plan, can I just re-do networking? I'd hate to
have to re-install xp.

After my original post, I tried to look at <network connections - Local
Area Connection - properties>. Most times, the adapter icon doesn't
respond to either a double-click or a right-click; instead, it just
locks up that window for a minute or so. (The rest of the machine keeps
running.) Once, though, I did get to 'properties'. When I then clicked
on the 'advanced' tab, I got a message that "WMI may be corrupted".

So, I ran WMIdiag, which says "WMIMGMT service failed to start". The
'sc' command doesn't show 'winmgmt' (which it does show on the box
that's working). I don't know what to make of all this, but there does
seem to be some sort of problem.

OTOH, is WMIMGMT needed for a ping response?
