16-bit program on Win. XP

I have an old program that I really would ike to run.
It ran OK on Windows 98 & ME, but with XP I get the
following error message: "One of the library files needed
to run C;\PBWIN\PBWIN.EXE cannot load in the 16-bit
Windows subsystem because it is a Win32.dll"

When originally installed the error message said cannot
locate Zsoft381.dll, so I copied this file to the C:\PBWIN
folder and now get the above message. I have tried
running in the compatibilty mode for Win 95, 98, ME & NT
and get the same message about not being able to load one
of the library files.
Any help greatly appreciated,

If you've tried Compatibility Mode and the program won't run, then it
won't run under XP. Either make a FAT partition, dual boot with an
older operating system, or keep an older box around running Win98 for
this program. Sorry.
