Can't run 16-bit Windows program

I am running WIN XP Pro. I have a 16-bit program that does not want to run.
I get the following error:

Can't run 16-bit Windows program
Cannot find file C:\global_32\ftpdemon.exe (or one of its components) Check
to ensure the path.



The path is correct! The DLL has been registered correctly. I checked the
WIN XP knowledge base but found nothing. Anyone have an idea as to what is
wrong?

Often if you name the program somebody here will have used the same
program and be able to help better.

The OP already *knows* it is a 16-bit program.
