16 bit error on start-up

Today when I started my computer, I received the
following error message:

"Can't run 16 bit Windows program. Insufficient memory to
run this application. Quit one or more Windows
applications and try again."

This is very confusing to me since nothing is running on
start-up, so how can I quit a Windows application when
nothing has been started. Once I hit OK, everything is
fine, but I got this error message once yesterday, and
twice today. Anyone know what this is, and what I can do
about it? I am running Windows XP Pro and Norton
Antivirus software.

Any suggestions would be greatly appreciated, Tiger

Start->Run msconfig
On startip tab, check for unknown entries....
