16-bit windows program

can anyone tell me why i get an error that says
"can't run 16-bit windows program. Insufficient memory to
run this application. Quit one or more windows
applications and then try again." when i turn my computer
on? and how i can get rid of it? i have no other
programs running it just appears everytime i start my
computer.

Go to Start>Run type: msconfig Choose Startup and Uncheck the
program in there.
