137 gByte HD Limit on USB 2.0 Port

I am currently running Windows 2000 Pro, SP 4, on a 2.8
gHertz P4 Dell Desktop and am trying to use a Western
Digital 250 gByte external Hard Drive through a USB 2.0
connection. I have already enabled 48-bit LBA ATAPI
support through a registry edit, but the operating system
still fails to recognize more than 128 gByte of the
external drive.
Does anyone else have any suggestions?

Your external drive enclosure need to support the large hard drive,
obviously yours doesn't.
