100% CPU USAGE

When the pc starts i cant run anything, but safe mode and even safe mode is
slow
The CPU is on 100% through and through.
It takes 2 minutes to even open task manager!!
in the processes tab, services.exe is using 97% of cpu and 3 for task manager!
This is the first time this has happened any word on what to do?!?
