100% CPU Usage

I lost my records from my post yesterday so if any had responded, please do
so again. sorry.....

Problem:
I am sure this has been a subject in the past, but perhaps someone can help
me solve it. My CPU Usage is continually at 100% causing my 1.6Ghz PC
running slower than an 8088 processor (pre 286 for you younger people!) even
when no programs are running on the desktop.

Sony Vaio Desktop; Windows XP; 512 MB; 1.6Ghz
I have the Start-Up in msconfig with NO (load start-up) Items
I have run Disk Clean-UP on both partition drives
I have run defrag
I have loaded all start-up items, then unloaded them thinking this recycling
method would help.

Task Manager Processes; highest usages:
explorer.exe = 21,328k
svchost.exe = 19,436k
spoolsv.exe = 6k

Any help would be GREATLY appreciated! Thank You

Yes, but what's using all the CPU (those are memory usage numbers) ?

ok, I have done this. there are 3 that are using CPU, although they seem to
constantly changing (I observe this with no programs running).
status:

cisvc.exe ~up to 49
services.exe ~up to 33
system.exe ~up to 34

I am not sure if these digits signify %, but it appears this way.

now what?

Also in task manager. Take its View - Columns, and check CPU Usage

Yes, they do.
now what?

Well, unless you do a =lot= of text searches ('find me all the files
with 'X' in') you can turn off the cisvc service (content indexing
service). it's supposed to only run when the machine is idle, but its
idea of idle doesn't accord with mine.

For each (NTFS) disk (volume, partition, whatever) there is a tick box
on the properties page, at the bottom - untick it. The 'start, run,
services.msc' and set the content indexing service to a) stopped, and
(if you feel aggrieved enough) b) disabled.

Then measure again.
 
Are you sure it says system.exe? There should be no such a process. There is
just System.
