100% CPU & "00" on All processes under CPU Tab

Recently my CD & Floppy drives stop working for me. I was told that it was
because I was running 100% CPU Usage. I've read thru all the questions
posted regarding this same problem & I've encountered more problems trying to
do what's suggested. 1. All the processes listed under the CPU Tab all list
"00" down the list
2. I don't have internet access, nor does my CD or Floppy Drives work yet,
so installing any programs onto my system is out of the question.
3. Using F8 to open in Safe Mode was working, now if I'm luck enough to get
to my desktop, everything freezes up on me.
Please help me. Any time or effort anyone can put into helping me fix this
problem would be greatly appreciated. And Thank You!!!

Hey Ya

Right we can eliminate the cpu issues as it is listing all 00's. You were
able to boot into safe mode so it is probably a driver issue.
When you were in safe mode were your CD / floppy drive available?
Does your floppy drive have a solid green light on the front?
Turn the power off Open your PC and find the wide pink cables that run from
the back of your floopy and cd drive. Make sure they are connected to the
drives and to the mother board.
What errors if any do you get at any point during the boot process?
