0xc0000142 Application Failed to Initialize

I have a Dell PowerEdge 1750 Server w/ 2Gb RAM running Windows 2000
Server SP4 and SQL Server 7 SP4. It is a member server.

First, I've tried the modifications in KB824422 and it has only helped
slightly.

The server starts up fine and runs without problems. However, when I
log on and start running a number of processes (anything from CMD.EXE
and Notepad.exe to various management consoles) I start getting
messages that read:

Application Error : The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application.

I've searched Google, Dell and the KB and found nothing other than
KB824422, and it only helps a bit (at least SQL runs without problems
now).

I have removed the SMS client, anti-virus, etc. and disabled as many
services as possible. The Dell OpenManage tools are NOT installed.

Any suggestions?

Thanks, but I've already tried that... this (the newsgroups) is
usually my last resort before calling PSS.

The non-interactive services desktop setting shouldn't be impacting on a
desktop when you log on so it will be 2nd number in the SharedSection that
is controlling what you have available on an interactive desktop. So it sort
of depends what you've got in your settings for that.

So if you're running out on the interactive desktop then I would expect
you'd have to increase the second number.

What settings do you actually have in your SharedSection ?

My SharedSection is:

SharedSection=1024,3072,2048

I'd really like to know why this affects only the one server, and none
of my other servers... they're all Dell PowerEdge servers, and all
run Win2K SP4...

The only thing I've found to fix this is to upgrade from SQL 7 to SQL
2000. Everything is fine now.
