0x000006ba NO LIABILITY Certificate issue

Windows File Protection could not be initiate a scan of protected system files. The specific code is 0x000006ba [The RPC Server is unavailable.].

I cannot rin sfc /scannow on my win2k machine as it has the above error

The certificate seens to be either deleted or corrupt for the NO LIABILITY Certificate
I have removed it and imported a new one from another win2k machine and still the same
when I open the certificate it says
"An internal error occured during the proccess of this certificate"

I tried the RegCure software but no good there either

Its a really important machine and will be a nightmare to rebuild.
so any ideas will be appreciated.
