SFC /scannow error code 0X000006ba

When I try sfc /scannow on a XPe machine I get the following error: The
specific error code is 0X000006ba [the RPC server is unavilable]

What is that and how do I fix it?

Do you have the RPC components in your build?

Yes, I do have the RPC components in my image. In device manager -->
services I've got
Remote Procedure Call (RPC) and Remote Procedure Call (RPC) Locator

Do you have the RPC components in your build?

System File Protection is disabled on XP embedded. You could tell easily by
replacing any of the system files.
