RPC server is unavailable (SFC /SCANNOW)

SFC /SCANNOW in a command prompt window gives:

Windows File Protection could not initiate a scan..

The specific error code is 0x000006ba [The RPC server is
unavailable']

I've looked at Q296241 Windows File Protection May Not
Start
which recommends getting a Verisign certificate from
another PC.
After getting updated root certificates this appears to be
on my PC.
How do I know if the RPC service is really running?
It seems enabled in the services list.

Ideas? Thanks! D

Open a CMD.EXE windows.

Type:
net start
and press Enter.

You should see
Remote Procedure Call (RPC)
if it is running.

Hi Jerry, Thanks- yes, it is. That still leaves the
problem.. same error in Safe Mode.

The only other thing I'm aware of that is strange is that
LiveRepair Outlook Express Backup (0.5 beta), which worked
until recently, exits without saving a backup.
Reinstalling doesn't change anything.
