xpe hangs on blue windows splash screen

After running the FBA (first boot agent) on a samll partition on a hard
drive (400 MB), then coping over the directories to a compact flash (512
MB, 488 MB after format). Then booting from the compact flash, xpe hangs on
the blue windows splash screen. The hard drive xpe boots and runs fine.


Note :
- using service pack 1
- FBA partition is smaller than the target CF partition
- installed a license (PID) on build
- CF has been bootpreped
- tired NTFS and FAT16 on CF

Tired that with no change. Gave up and ran FBA on the compact flash and it
boots fine now. Damn M$!
