XP will not save login/passwords

One of my systems that runs XP Home will not save
usernames/passwords regardless if I check the box to
remember the information.

It happens in Outlook 2002 and Interent Explorer 6.
Neither programs will remember username/password
information.

Is there a deeply buried security setting that I
inadvertently hit or a damaged system file that I need to
replace?
