Windows XP doesn't remember any passwords

Has anyone run into this? I recently restored my system
from the system recovery disks. I had to catch up on all
the updates again and reload all the software. Somewhere
in the process, XP stopped remembering passwords.
Regardless of which program, Outlook 2002, IE 6, etc.,
whenever it asks if I want it to remember my password, I
click the box saying yes and input the password, but the
next time I send/receive in Outlook, or go to a protected
site, the password information is not remembered. I have
to enter it again.
Is there a registry key that needs to be fixed? Or some
option somewhere?
Thanks.

Outlook Express keeps prompting for your password - Repair

This fix also applies to Outlook, other programs that store passwords
in the Protected Storage System Provider sub-branch of the Registry.
It also corrects some issues with Internet Explorer and AutoComplete.
