Why won't XP remember my passwords for Outlook or Outlook Web Access

I cannot figure out why, when using outlook or OWA, my
passwords aren't remembered by XP even though I checked
the "remember password" block in both setups. Anybody
out there have this figured out?

This fix also applies to Outlook, other programs that store passwords
in the Protected Storage System Provider sub-branch of the Registry.
It also corrects some issues with Internet Explorer and AutoComplete.
