windows wont save any passwords

ever since i've had this computer, windows wont save any
passwords. for example, on a website that i have to log
into, it will always ask me if i wish to have windows
remember the password, i always click yes but next time i
go to that site it doesnt remember the password and then
it will ask again..... i also cant make outlook save my
password, even though i check the 'save password' option

does anybody know what i can do??
