Work Offline message when browsing

When an invalid address is entered into the address field
or an invalid hyperlink is selected while browsing, IE
automatically switches to "Work Offline" mode. I never
receive "The page cannot be displayed" page. I have reset
IE settings to default, cleared all synchronized pages,
and cleared temp files.

The system is Win. XP Pro SP1 running IE 6.0.2800 SP1 and
current update.

Any suggestions would be appreciated.
