WinXP won't read or write floppies

On an IBM T20 Laptop, a Mitsumi External USB Floppy Drive--

The drive is recognized in hardware manager and "the device is working
properly."

Any formatted 1.44 disk I put into the drive results in a Disk Needs
Formatting , Do You Want To Format It Now? prompt.

Even if I wanted to, I cannot. In the Format Floppy dialog box, the
fields for Capacity, File System, Allocation Unit Size, and Volume
Label are all blank and cannot be filled in. Clicking the start button
in the dialog box does nothing except eventually having to end the
program through the Task Manager.

Drive works fine under Win2K. Disks work on my W2K machines.

It seems to be a common problem -- there's several references in this
group to it, but I haven't seen any answers or explainations.

Any clues? Workarounds? Many thanks for any help anyone can provide.

Do you get the same behavior if you boot the machine in safe mode?

It more than likely is a problem with either the existance or lack of
existance of the correct drivers from IBM. I would also make sure that you
have the latest BIOS from IBM.
