External USB Floppy Drive Problems - 1)Sees formatted disks as unformatted, 2)won't format new disks

On an IBM T20 Laptop, a Mitsumi External USB Floppy Drive. The drive
is recognized in hardware manager and "the device is working
properly."

Any disk I put into the drive results in a Disk Needs Formatting , Do
You Want To Format It Now? prompt, similar to the problem described in
the MS Knowledge Base article at
80/support/kb/articles/q140/0/60.asp&NoWebContent=1

The article states that disks formatted in pre-XP days differ from
formatting today, and advices reformatting within XP.

Cannot. In the Format Floppy dialog box, the fields for Capacity, File
System, Allocation Unit Size, and Volume Label are all blank and
cannot be filled in. Clicking the start button in the dialog box does
nothing except eventually having to end the program through the Task
Manager.

Drive works fine under Win2K

Unable to find any reference to updated drivers.

Any clues? Many thanks for any help anyone can provide.
